We are re-designing our cloud solution, and would like to utilize OpenStack + CEPH (Storage) / KVM (VM) / OVS (Networking) . I'm wondering if anyone had experience with these stacks, and any suggestion on how to find / engage relevant communities to help us navigate tricky technical issues

OP asked for opinions based on experience and that's what OP got. Several others have chimed in with similar statements, I'm sorry you feel it's incredibly broad strokes but I've deal with a lot of different architectures over the years and it may not be your experience with the software but that doesn't invalidate mine nor my statements.

CEPH is indeed one of the most challenging technical challenges for our Cloud solution development efforts. We have made some key breakthroughs, especially on the iops performance, except for small packet read (4K packet size).
We have been exploring storage solution providers (e.g., https://www.45drives.com) but they are most interested in selling integrated storage solutions than consulting services to help optimize our CEPH performance.

CEPH is a complicated beast, that will require a lot of attention, and we have found a minimum deployment size of 6 servers (more is better for performance).
Can't say I would recommend CEPH to anyone at this point. We've had some good luck with dual-controller TrueNAS setups. Highly reliable, far less fuss than CEPH. I would rather deploy multiple sets of those than one CEPH pool.

Just happen to see interesting discussion, yeah OpenStack is high complex that folks can barely do it right the first time. Right partners or strong internal resource is paramount.

Its moved on to now OVN, so all major distros/package are slowly making OVN the default.
OVN is awesome
+1. OVN is where things are heading for sure and has some interesting utilization/implementations of Geneve tunnels, active/standby models etc etc.

Another key piece we are developing our Public Cloud offerings with is OVS https://en.wikipedia.org/wiki/Open_vSwitch, for network virtualization. Does anyone have any experience / opinion on that?
I have a lot of experience with virtual networking using OpenStack, VMware and others. Ping me if you have specific questions, happy to help.

OpenStack is fine, but needlessly complex.
CEPH is pretty bad for anything other than very large archive space. You won't ever get the performance you should out of it. It works ok but any high i/o workload will make it cry and you'll continually experience lots of random issues with it. Go for a paid provider on your storage architecture and you'll be much better off.
That's an incredibly broad stroke.
OpenStack has it's value in some cases, CEPH also has it value in some cases. To diminish both as extreme edge case solutions in favor of a paid product is comparing technology value with a payment model.
