We plan to launch around 7000 (just for reference) simple UGC (User Generated content) WordPress websites as follows:
- All sites will be Word Press. Majority of the sites are going to be using same/similar UGC driven simple and fast theme design. Nothing complex.
- All 7000 sites will be independent and have unique domain names.
- We plan to manage the sites using MainWP plugin (which I believe needs it's own unique hosting)
- All sites will use Blocksy Theme, along with Stackable. Both Blocksy and Stackable will be Pro/Premium versions for unlimited domains/sites use. In additional, all sites will have Users posting content via Front End (using plugin like Gravity Forms or WP Form or some other suitable Front End posting plugin)
- Currently all domains are un-developed and only get about 7000 unique visitors/day. I guess Bandwidth/transfer usage is not a big issue in the beginning.
- Each site is independent/unique (we are NOT using WP Multisite because we may sell a domain or a site occasionally so want to keep all sites individual so no problem if selling any site in future)
- It appears we may need a huge Storage capacity to host all 7000 sites (storage needs will even increase further once the sites get traction in future and users start posting content such as posts, articles, links, pics, videos, reviews, etc).
Looking for guidance/suggestions on:
- How/Where to host MainWP plugin? How to ensure proper remote backups? What hosting specs we need?
- How/Where to host all 7000 WP websites as detailed above? How to ensure proper remote backups/security? What hosting specs we need (storage, bandwidth/transfer/backups, etc)?
- Do we need TWO different hosts (one for MainWP to manage all sites, & the one for all the sites)?
- Looking for solutions where we don't have to do server/hosting management ourself.
Please recommend solution that is most suitable for our situation, economical, secure, and scalable.
What kind cost are we looking at to run this many low traffic sites?

For 7,000 domains - unless none of them are going to get any traffic - I wouldn't go with less than a dedicated server myself.
You can certainly try it on a shared service that's cheap with 'unlimited' domains but you'll most likely run into issues with 7,000 domains in one account just about no matter who you go with.

May I ask if you have any specific budget as 7000 wordpress websites are too much, i guess those will not have too big storage requirements as this is something that might be an overall issue to host them on the same server among with resources also.
As an additional question, do you have some basic technical knowledge? a Customized VPS or Dedicated Server will probably be a better match for you, if you do not have a technical knowledge I would go for a fully managed solution but it all depends on your budget. Please do not say 10$ per year

7000 wordpress websites, each with a limited audience, sounds OK on paper. But wait until a bunch of them get targeted by DDoS attacks, poorly mannered search engines and/or AI bots, and you are dead in the water. Cloudflare free can work if you turn on Under Attack and tune the settings, but it is limited to 100 websites before it starts costing money.

Also how do you have these accounts setup. Meaning does each domain/subdomain have its own install? WP is around 400MB's per site. If your installing this that way your talking what 2.7TB of storage space? If I math'd correctly your not going to find any shared hosting that will give you that kind of space even "unlimited disk space" hosts.
If you don't need a control panel, may I suggest Caddy for your webserver needs, paired with PHP, and MySQL, can crush it and serveral hundreads of requests a second.

The problem with WordPress Multisite is that you can't keep each domain/site independent. If we sell a domain or site later, there's no possible way to transfer that specific site to the buyer if we use WP Multisite. We can just sell domain only without anysite/content.
With this many sites (and files), you will likely hit many technical limitations if you try to host them all under a single account, whether cPanel, DirectAdmin, or another control panel. Most control panels aren't even tested with this many sites on one account.
While it may sound like technically possible, many software (Softaculous or WP-Toolkit, for example), and routine tasks performed by the server will be severely impacted, making it almost impossible to manage the sites if you host them on a single account.
Ideally, you would want a dedicated server and spread the sites across multiple hosting accounts (cPanel/DirectAdmin accounts). In that case, you can use another account on the same server or a VPS to host MainWP.

Well MainWP seems to be a fine solution if you want to use all its capabilities. If you plan on hosting those WordPress sites and then eventually moving them/selling them why don't you go with a VPS with the needed resources and also with a cPanel/WHM license? If you wish you can also opt out for the WP Squared which is specifically designed for WordPress websites. By using the WP Toolkit you can monitor all wordpress installations for both.
It all depends on how technical you want to be, i would recommend to discuss your needs with your service provider and ensure that they can assist you on a semi-managed or fully managed option. I would go for a VPS with the option to upgrade as you can find cheap VPS Packages, not that Dedicated Servers are too much to rent these days.
